1. Everyone has a duty to play to win to the best of their current rosters ability. They must set their lineups for each day. But they have to play to win categories whilst they are plausible and possible, to play with the players they have the same way they would if they are in contention or rebuilding. This does not mean they have to start everyone at all times, we know that sometimes benching's to preserve ratios are a legitimate tactic but this must be used legitimately.
2. People must not attempt to game the system, to deliberately and willfully lose. To bench studs without good reason. Proveable and obvious deliberate attempts to lose will be looked on more unfavourably than mere neglect.
3. Everyone must own and field at least 7 batters with regular access to playing time or at least a large part of a platoon.
4. Everyone must own and field enough pitchers where they can expect to confidently reach the 28 IP minimum consistently. It is accepted there will be rare examples where this backfires or if a sunday starter doesn't meet IP projections, but failure to reach this mimimum must be exceptional circumstances, explainable and not a regular event.
5. When players use their NA or DL status they must be activated in a timely manner if peoples rosters allow it, especially if they are top players. There are some circumstances where people might not want to drop someone to make room, and in those circumstances more patience will be accepted. But if they have the roster spot to activate they must do so as soon as possible. People must not leave complete empty roster spots for an extended period of time.
6. Responsibility to enforce these rules and notice people who are falling short of these standards lies with the whole league, not just the commish. If everyone could just check their opponent each week, this will be enough. If someone notices this as a regular problem they are invited to notify the commish, who will then pay closer attention to that team for the forseeable future.
Punishment system for neglect:
1st clear offence: Warning
2nd clear offence: Warning
3rd clear offence: Docking of 2nd round pick. If they don't own it anymore, it will be the closest other 2nd round pick they own or if they own none the year after's 2nd round pick.
4th clear offence: elimination of eligibility for next years most improved prize and Docking of their 1st round pick. If they don't own it anymore, it will be the closest other 1st round pick they own or if they own none the year after's 1st round pick.
5th clear offence: Will not be invited back to the league next year and a replacement manager will be sought out.

Rookie/Free Agent Draft and trading picks:
At the beginning of every season there will be a 2 round non snaking draft of all players available in the yahoo system that are unowned - including newly added prospects and foreign free agents. The draft order will be reversed to last seasons regular season finish, under the logic that more money is distributed for regular season finish and also 22 weeks is a better indication of a teams strength than 3 playoff weeks. The team that finishes 20th [last] will get the 1st overall and 21st pick, the team that wins the regular season [1st], gets the 20th and 40th overall pick etc etc.
Teams may trade their future 1sts and 2nds to one another, to do so on yahoo you will need to give a artificial equal amount of picks, so include rounds 3-23 - it is all the same.
We will be flexible with trade options, teams can make conditional pick based trades ie top 10 protected or else becomes a 2nd rounder.
Teams may not trade away picks more than a year in advance.
