-- Six vetoes cancels a trade. Trades will be passed in approximately 24 hours if there are no vetoes, Yahoo will put them through after 3 days if there are.

First and second round picks can be traded. Picks for next year are signified by Round 1 and Round 2 -- everything else is meaningless.

-- Minimum requirements are the ability to field a full offensive lineup (no prospects or DL players as the only healthy catcher for example) and meeting the IP requirements.

Occasional lapses in fielding a full lineup are understandable and will not be penalized. Repeated behavior and intentionally not fielding an entire lineup are a different beast. The penalties are as follows.

Not meeting the minimum IP requirements:
    A) If deemed an accident (poor luck, many starters go 4 innings) First offense: A drop of 2 spots on your 1st round pick, or loss of 2nd round pick if no 1st is available. 2nd offense : Loss of first round pick
    B) If deemed intentional (no realistic way to meet 20 IP, happens excessively) 1st offense: Loss of 1st round pick. 2nd offense and each offense thereafter: 15 dollars added to next year's buy-in. Refusal to pay will result in a replacement manager.

    Not fielding a full lineup:
    A) If deemed an accident (player hits DL, gets sent down, changes were not made in a timely manner (24-48 hours)) 1st offense: Warning. 2nd offense: Drop of 1st round pick by 2 spots or loss of 2nd round pick if no first round pick available. 3rd offense: Loss of 1st round pick
    B) If deemed intentional (Extended period of time, refusal to make necessary changes to field full lineup) First offense: Loss of 1st round pick. Second offense and each offense thereafter: 15 dollars added to the buy in. FOR EXAMPLE: If a team doesn't field a full lineup for three weeks he would lose his first round pick and 30 dollars would be added to his buy in.

-- Tanking with clear intent will result in at least pick drop in the first round and up to a loss of a first round pick. Dealt with on a case by case basis with outside input if needed. Tanking in this sense means intentionally not playing your best team.

-- Keep your entire team from year to year. Drop players when making draft picks as needed.

-- Draft order is determined by regular season finish for those outside of the championship bracket. Playoff finish determines the order for those who make it to the dance.

-- If a player drops out of the system a manager has a right to retain rights to him until he comes back. This is done by dedicating a roster spot (as one would with any prospect) to a player who is not on an MLB roster and has no "prospect" value.
