      Advice: Tinoco elected to become a free agent after being DFA'd by Texas and clearing waivers last week. He allowed nine earned runs in 10 innings with the Rangers, but the Royals have deemed his 3.72 ERA and 1.36 WHIP in Triple-A worthy of a spot in their Triple-A bullpen.       Advice: Palacios doubled and scored in the second inning and then walked and scored in the sixth.
