• Sent to rookie ball
Phillips was assigned to the Arizona Complex League on Tuesday.

Advice: Phillips has loud stuff, but his control and command have been major weaknesses throughout his career. He gave up 23 earned runs in 10.1 innings over his three most recent starts for Triple-A Louisville, and the assignment to the complex will presumably allow him to work on some mechanical stuff that's easier to address in a less competitive environment. • Sent outright to Triple-A
The Athletics outrighted Brooks to Triple-A Las Vegas on Thursday.

Advice: Brooks has the option to elect free agency if he wants, but there's precedent for him not doing so, as he already accepted an outright assignment earlier this month. The righty holds a 5.06 ERA and 12:8 K:BB over 26.2 frames during his time in the majors this season. Rotowire.com Yesterday, 6:50 am
  • Athletics outright Aaron Brooks to Triple-A
Athletics sent RHP Aaron Brooks outright to Triple-A Las Vegas.

Advice: Brooks passed through waivers unclaimed and will remain with Oakland moving forward as extra pitching depth. The 34-year-old journeyman righty has made five appearances (four starts) this season for the Athletics. Rotoworld Thursday, 5:45 pm
  • Alex Cobb will throw a bullpen on Friday
According to the San Francisco Chronicle’s Shayna Rubin, Alex Cobb (shoulder) will throw a bullpen on Friday.

Advice: Cobb has been out all season with a shoulder injury. He had been nearing a return before pausing his throwing program in the middle of May. He’s now ramping back up again and, if all goes well on Friday, he will have a rehab assignment with Triple-A San Jose after.

  • Rehab assignment coming
Cobb (hip/shoulder) will throw a bullpen session Friday and could begin a rehab assignment with Single-A San Jose afterward if everything goes smoothly, Shayna Rubin of the San Francisco Chronicle reports.

Advice: Cobb has been trending in the right direction since being shut down in May due to soreness in his right (throwing) shoulder. However, he still needs to build back up to a starter's workload after spending all season on the injured list, so he likely won't return to the Giants' rotation until after the All-Star break. • Cleared to start Friday
Perez (groin) will be activated from the 15-day injured list to start Friday in Atlanta, Andrew Destin of the Pittsburgh Post-Gazette reports.

Advice: The Pirates will push back Jared Jones' next turn through the rotation in order to make room for Perez, whose last outing before he landed on the IL in late May coincidentally came against Atlanta. Perez needed just one rehab start to convince the Pirates he was ready to rejoin the big club, as he allowed two runs (one earned) over five innings while tossing 65 pitches for Triple-A Indianapolis last weekend. Perez shouldn't face any major restrictions with his workload Friday. Rotowire.com Thursday, 7:24 am

  • Remaining on assignment
Manager Dave Martinez said Wednesday that Gray (elbow) will make one or two more rehab starts with Triple-A Rochester, Bobby Blanco of MASNSports.com reports.

Advice: Gray gave up one run in six innings during his most recent rehab start Tuesday, but the Nationals will keep him in the minors for at least one more outing before having him rejoin their rotation. Assuming he maintains a traditional four-day rest period between starts, Gray is lined up to make his next start Sunday and could then return to Washington on July 5. • Cruises through latest rehab start
Gray (elbow) struck out four and allowed one run on four hits and zero walks over six innings in his rehab start Tuesday with Triple-A Rochester.

Advice: Gray held Indianapolis scoreless through five frames before letting in a run in the sixth, but the right-hander still delivered the lengthiest and best of his four rehab starts since starting his minor-league assignment June 9. He covered 73 pitches in Tuesday's outing, a workload that should put him in line to handle a traditional starter's role when he returns from the 15-day injured list. Gray appears likely to rejoin the Washington rotation Monday or Tuesday against the Mets, as the Nationals are listing Patrick Corbin as the starter for Sunday's series finale in Tampa Bay, per Bobby Blanco of MASNSports.com. • Josiah Gray sharp on Tuesday in rehab outing
Josiah Gray (elbow) allowed one run over six innings on Tuesday in a minor league rehab start for Triple-A Rochester.

Advice: Gray struck out four, didn’t hand out a free pass, and got up to around 90 pitches in his latest rehab outing. The 26-year-old righty should be ready to return to Washington’s starting rotation at some point later this week or early next week. He’s been on the shelf since early April due to a flexor strain in his right elbow. Rotoworld Tuesday, 5:31 pm
